Throughout our history, ANDA has been active in issues affecting commercial agriculture in North Dakota — leading the way in establishing a Central Notice System, supporting legislation for the benefit of railroad shippers, creating a self-funded health trust, and offering safety and regulatory compliance programs to help members meet government requirements.
Today, we work with government agencies to obtain correct information, implement only necessary regulations, and build toward a healthier industry that serves customers with integrity.
Advocacy
Grain Handling
ANDA advocates on the full range of grain handling issues that affect North Dakota elevator operators — from OSHA safety regulations and EPA environmental requirements to storage rates, licensing, and bonding standards set by state law.
We work closely with the North Dakota Public Service Commission, which regulates grain elevators, toward the shared goal of a healthy industry serving customers with integrity.
At the federal level, ANDA engages with USDA, OSHA, and EPA to ensure the correct information is in the hands of government regulators — and that only necessary, practical regulations are implemented.

Advocacy & Lobbying
State & Federal Government
ANDA maintains an active presence in the North Dakota state legislature to advance the interests of commercial grain and agribusiness members. We monitor legislation that could affect member operations, provide testimony, and work with state agencies on regulatory issues.
Key state partners include the North Dakota Department of Agriculture, the Public Service Commission, and the North Dakota Legislature. ANDA also works in coalition with other state farm and commodity groups when aligned on common interests.

Advocacy
Transportation
Transportation has been a defining issue throughout ANDA's history. Approximately 84% of North Dakota's grain moves by rail, making rail service quality, car supply, and freight rates critical to the economics of every grain elevator in the state.
ANDA has participated in proceedings at the Interstate Commerce Commission (now the Surface Transportation Board), Congressional hearings, and regulatory processes related to railroad rates and service.
In 1981, ANDA conducted a major political and media campaign against Burlington Northern Railroad's branch line abandonment plans — successfully prompting an $80 million, 800-mile rail line rehabilitation project. Most of those lines still operate today.
ANDA also advocates for truck transportation issues and the highway infrastructure on which grain trucks depend.
ANDA also works closely with the Department of Agriculture for the Hours of Service. Moving products over-the-road in the Spring so they can get to the producers is critical for timely planting. In the past NDAA has kept in close contact to advocate for the Hours of Service Exentension and ANDA will keep that commitment.
